What Community-Based Organizations Should Do To Participate in the Local Workforce System

  1. Find out who the local one-stop operators are. Are there opportunities for partnering with other CBOs to become one-stop operators to provide core services? How often will the RFP process take place to find operators?

  2. Where are the one-stops located?

  3. Who are the representatives of community-based organizations on the Workforce Investment Board (WIB)?

  4. When does the WIB meet?

  5. Who will provide intensive services? Will there be an RFP process for intensive services?

  6. Who can get certified as an Individual Training Account (ITA) provider?

  7. What is the local process for "Initial" and "Subsequent"
    eligibility?  Read the state plan submitted to the U.S. Department of Labor and the local plan submitted by the Workforce Investment Board. Make recommendations for improvements to the plan.

  9. Keep accurate performance data on your program participants.

  10. Review and analyze "consumer report" data to ensure that it is accurate.

  11. Be conscious, at all times, of the performance measures that will determine an organization's eligibility for serving customers with ITAs in subsequent years: placement in unsubsidized employment; retention in unsubsidized employment; wages after 6 months of employment; rates of licensure or certification, attainment of academic degrees or equivalents; program costs.
