Thousands of Mentally Disabled Deported With No Right to Counsel
Mark Lyttle of North Carolina is a U.S. Citizen who is diagnosed with bipolar disorder and developmental disabilities. He was also deported to Mexico by the US Immigration and Customs Enforcement (ICE) in 2008. Mark is just one of thousands of mentally ill or disabled people deported from the US. A report issued by Human Rights Watch and the American Civil Liberties Union details the process which include no right to appointed counsel, inflexible detention policies, insufficient guidance for judges on handling people with mental disabilities, and inadequately coordinated services to aid detainees while in custody.
