Summary:

In over twenty cities nationwide, churches and business leaders have joined together to operate Jobs Partnership programs, giving new hope to the un- and underemployed. Participants take life skills and job readiness classes while being encouraged by a personal mentor. Upon graduation, they have opportunity to seek jobs through a network of participating businesses interested in hiring JP participants. The program has achieved a remarkable 83 percent job retention rate among its 1,756 graduates!

The manual tells the JP story, based on on-site interviews at four different Jobs Partnership programs. It also includes instructions in how to start a Jobs Partnership program and summarizes key lessons learned.

Why does FASTEN recommend this resource?

Reading the manual is step number one for anyone interested in starting an official Jobs Partnership program. (The national office offers in-depth training, consulting, and oversees the certification process for the start of new JP affiliates. Visit www.tjp.org for details.) Even for those not interested in replicating this particular model, the manual provides helpful general guidance regarding job training and mentoring programs for the unemployed.

Summary:

The primary focus of this workbook is the Individual Development Account (IDA) program, which offers extremely-low- to mid-income families the opportunity to increase designated saving earmarked for buying a home, capitalizing a business, or continuing their education.  Overall, the workbook instructs adults in general financial literacy, leading them through many topics of concern, including:

·    Building assets

·    Long-term planning

·    Communicating about money

·    The importance of good credit

·    Investing for retirement

In addition to the general overview on financial matters, this workbook is filled with practical detailed information that is pertinent to lower income families.  For instance, it outlines Earned Income Credit (EIC) options, compares banks to credit unions, and offers income and expense worksheets and various other charts and exercises to effectively teach the material.

The curriculum is free to download and free by mail but includes a $50 shipping fee.  The facilitator’s guide is a necessary companion that comes with the workbook. These materials were produced jointly by the National Endowment for Financial Education (NEFE), the Corporation for Enterprise Development (CFED), and the Fannie Mae Foundation.

Why does FASTEN recommend this resource?

Program directors desiring to create an IDA program will find the workbook and facilitator’s guide to be a complete and effective curriculum—the format is easy to follow, the language is simple and clear, and the content is thorough.

Working Ahead: A Guide for Connecting Youth Offenders with Employment Opportunities

RECOMMENDED BOOKS

Working Ahead: A Guide for Connecting Youth Offenders with Employment Opportunities

National H.I.R.E. Network, US Department of Labor, Pacific-Western Region, 2004

Summary:

This guidebook is primarily intended to help case managers working with juveniles that have been involved with the criminal justice system.  Divided into four chapters, the aim of this workbook is to acquaint practitioners with the issues youth offenders face when seeking employment and the resources available to them.

The first chapter offers an overview of the various federal laws and initiatives that a case manager working with a youth offender needs to understand in order to best aid the client in the job search.  Issues addressed include how to deal with mental health instability, the need for confidentiality, and understanding the labor market in a particular city.  Particularly helpful in this chapter is the explanation given of the Work Opportunity Tax Credit (WOTC), which is major point of leverage for those advocating for employment for ex-offenders.

The second chapter explores the reality of accessing, understanding, and expunging an ex-offender’s criminal record.  Although procedures vary from state to state, this chapter informs the case manager as to what options are available to juvenile ex-offenders in terms of dealing with their criminal record.  The third chapter provides explicit, accessible advice for ex-offenders as they seek to understand the job market in their city, fill out job applications, and prepare for interviews.  Chapter 4 is a helpful resource guide intended to provide any other necessary assistance for those seeking employment.

Why does FASTEN recommends this resource?

This Guidebook is an informative, helpful resource for anyone who wants to better understand the difficulties juvenile ex-offenders face when seeking employment.  Because it is a government document (produced by the DOL), it offers a definitive resource on issues such as the WOTC and legal issues faced by juvenile ex-offenders.

Charitable Choice for Welfare & Community Services: An Implementation Guide for State, Local, and Federal Officials

RECOMMENDED BOOKS

Charitable Choice for Welfare & Community Services:  An Implementation Guide for State, Local, and Federal Officials

(Published by The Center for Public Justice, December 2000. Copies of the Implementation Guide are available for purchase from The Center for Public Justice.)

Summary:

This is a focused introduction to the finer points of compliance with the Charitable Choice guidelines of the 1996 federal welfare reforms. It is directed to public officials at all levels of government who might be affected by the rule changes. It includes a primer on charitable choice, sample language for contracts with FBOs, a compliance "checklist," and brief descriptions of steps various state officials have taken to promote government-faith collaboration. This guide is helpful to public officials, since, as its author states, "Many of the requirements Charitable Choice applies to procurement are very different from, and in some cases even the opposite of, the requirements that accompany other federal, state, or local funds. This means that officials must not simply assume that their procurement policies and practices are in compliance with Charitable Choice, even if they have contracted extensively with religious affiliated providers in the past."

Why does FASTEN recommend this resource?

This resource is a must-have to any government organization that contracts with FBOs and wishes to better understand how to comply with the Charitable Choice guidelines. The practical tips, checklist, and contract language are very well written.
